Shawn is a senior analyst and corporate retail risk manager with TD Banknorth in Portland Maine. His expertise
focuses on the corporate risk management functions of the bank's small business lending portfolio. As a small
business professional and extensive experience in econometrics development, Shawn is often called to serve on
specialized industry boards. Shawn currently serves as a delegate to the Small Business Financial Exchange (SBFE)

The Town of Scarborough: Shawn Babine was elected to the Scarborough Board of Education in 2000 to complete an expiring term left vacant
by a retiring member. In 2002, Shawn accepted the challenge and ran for the Town Council where he was seated in
one of three seats. On November 6th 2005 Shawn was re-elected to the Scarborough Town Council to a 3-year seat

Cumberland County Government: In his capacity as Town Councilor for Scarborough, Shawn's advocacy for improving government extends beyond the
boundaries of his community and is welcomed by his involvement in Cumberland County's Budget Advisory Committee.
First elected in 2005 to complete the term of a retiring member, Shawn was reelected in 2006 where his leadership
provided for a stabilization of county spending and tax increases. Equally important, Shawn successful election
to the Cumberland County Charter Commission in 2003 was bitter-sweat. While winning the District II election he
was unable to serve as the voters rejected the commission's formation. Immediately following the election,
Cumberland County Commissioners appointed Councilor Babine to the County's Redistricting Committee that took
the serious look at increasing representation on the Board of Commissioners. Shawn continues to be a strong
advocate to increase citizen representation from 3 to 7 and is expected to be appointed to the implementation

National League of Cities: Councilor Shawn Babine is an active member of the National League of Cities and serves in several advisory
capacities in areas of particular interest for his Scarborough constituencies. He is an advisory member of the
NLC's Institute for Youth, Education and Families [ nlc.org/IYEF/ ] where he has been a strong advocate
that encourages small cities to formally adopt a platform and use it to guide local efforts on behalf of children,
youth and families. As a professional commercial banker, Councilor Babine has advocated for greater municipal
involvement in community and economic planning and has served on the NLC’s Community & Economic Development

Tau Kappa Epsilon International Fraternity: Shawn is a member of the men's international fraternity Tau Kappa Epsilon, having been inducted in the
Lambda-Delta Chapter at the University of Southern Maine on April 13, 1985. Frater Babine's involvement in
TKE emodies the fraternity's commitment "each frater swears upon his bond at initiation to remain involved as
a contributing member of the Fraternity for Life". In 2006, Frater Babine was awarded the distinction of a "Life
Loyal Teke" and was appointed a Province Advisor for the Michael Morin Province covering universities and

The American Legion Dirigo Boys State (State of Maine): The American Legion, Department of Maine sponsors the Dirigo Boys State program and we encourage all other groups
and organizations to join in promoting the program through sponsorship of candidates. The purpose of Boys State
is to provide Maine high school juniors with the opportunity to participate in a program that supplements their
high school courses in government and its functions. In this program, young men role-play as they learn to
campaign for local, county and state offices and then organize and carry out the functions of the state
government. In 2006, Shawn Babine completed his 19th year of volunteer service and has been the State's Deputy
